The National Food and Nutrition Commission (NFNC) is a statutory body set up by the Government under Act of Parliament No. 41 of 1967 which has since been repealed under the Act No. 3 of 2020. The Commission is a Government’s advisory body on all matters relating to food and nutrition. In its quest to improve the nutrition status of the Zambian population, the NFNC engages in a number of activities which include, but are not limited to, project implementation, research, training, collaboration, communication and advocacy.
One of the aims and objectives of the NFNC is to create community interest in food and nutrition. As such, the NFNC attaches high importance to communication and advocacy as it is the nerve center that disseminates research findings, influences policy in support of food and nutrition and triggers social and behavior change in individuals and families. In line with this, it produces various reports, social and behavior change materials and audio-visual materials.

The NFNC specific functions as provided for in the Act are as follows:
Register nutritionists, except those registered under the Health Professions Act;
Formulate the national food and nutrition programme in the Republic;
Coordinate, monitor and evaluate food and nutrition programmes in order to improve delivery and access to food and nutrition services;
Issue and facilitate the implementation of guidelines for the purposes of this Act;
Carry out research on food and nutritional matters;
Develop and implement a nutrition surveillance system to monitor the food and nutrition situation in the Republic, particularly for vulnerable groups;
Advocate for good nutrition practices among the population;
Promote local nutritious foods;
Collaborate with other relevant institutions in matters relating to food and nutrition;
Establish and maintain a national food and nutrition information system;
Promote provision of adequate diet in public and private institutions;
In consultation with the Higher Education Authority, coordinate food and nutrition training, in national food and nutrition programmes;
Liaise with professional bodies and institutions at national, regional and international levels in matters related to food and nutrition;
Undertake nutrition assessments and make recommendations to address micronutrient deficiencies of public health significance;
Register nutrition groups and approve food and nutrition programmes or projects to be undertaken by an institution.
The Government of the Republic of Zambia enacted the Food and
Nutrition ACT No. 3 of 2020 which mandated the National Food
and Nutrition Commission to Coordinate multi-sectoral response
through the food and nutrition program.
The Commission’s mandate is to provide leadership, and
coordinate the food and nutrition actions in the country.
The Executive Director oversees the operations of NFNC and is supported by the Depute Executive Director. The Depute
Executive Director is responsible for providing technical guidance
to the heads of units within the Commission.
The NFNC receives a monthly grant from Government through the Ministry of Health for administrative operations. In addition, Nutrition Cooperating Partners provide technical, financial and material support in the implementation of food and nutrition
programs.
Head of Finance
Muleya C. Masempela is Head of Finance Department at the National Food and Nutrition Commission (NFNC). She holds a Master of degree in Business Administration (MBA) attained University of Lusaka (UNILUS). She is also an ACCA holder with a fellow membership from the Zambia Centre for Accountancy Studies (ZCAS). She also attained a Zambian Diploma in Accountancy (ZDA) from Evelyn Hone College as well as a State Auditors’ Course Diploma from National Institute of Public Administration (NIPA). Prior to joining (NFNC), she worked as an External Auditor from 1993 to 2005 in the Office of the Auditor General (OAG) carrying out audits in Government and Quasi-government Departments and later as a Finance Manager at Young Christian Women Association of Zambia (YWCA).
Ms. Muleya sits on the Board of Trustees of the Health Sector Grant aided Institutions Pension Scheme (HseGAIPS) where she is chairing the Finance and Investments Committee (FIC). She has vast knowledge and experience in both internal and external audits. She is a professional specialized in finance management and corporate reporting as well as auditing.
Head of Training & Collaboration
Mike Mwanza is a Zambian Public Health Nutritionist with over 28 years of experience dedicated to improving nutritional status, particularly in reducing stunting and acute malnutrition among vulnerable populations. He holds a Master of Public Health (MPH) degree from the University of the Western Cape in South Africa.
Mike has held key positions, including Chief Nutritionist and Head of Training
and Collaboration at the National Food and Nutrition Commission of Zambia.
Mike has effectively forged collaboration and partnerships with Government line ministries, international agencies, including the United Nations Agencies and various non-governmental organizations. His efforts have significantly contributed to the implementation of national nutrition strategies and the development of inclusive policies aimed at addressing food security and public health nutrition challenges in Zambia.
His responsibilities encompass the management of nutrition coordination
structures, coordination of capacity-building efforts, management of nutrition programs, and conducting research to inform policy and program development. Mike coordinates the National information Platforms for nutrition (NIPN) and co-chairs the Nutrition Cluster under the Disaster Management and Mitigation Unit. Mike actively participates in global workshops and conferences to share insights and promote collaborative efforts in the nutrition sector.
Head of Public Health & Community Nutrition
Acting Head of Research & Planning
Sosten Banda is the Acting Head of the Research and Planning Unit at the National Food and Nutrition Commission (NFNC). He is a qualified Applied Economist with extensive expertise in Economic Policy Analysis, Organisation Development, Applied Research, Advocacy, Networking, Economic Analysis, and Resource Mobilization.
With a strong background in economics and applied research, Mr. Banda has contributed to numerous international, regional, and national assignments focused on economic development, food and nutrition security, and public sector finance. His work spans evidence economic policy, strategic planning, programme design, monitoring and evaluation within complex institutional environments.
Mr. Banda holds a Master of Science (MSc) in Applied Economics with a specialization in International Trade from the Capital University of Economics and Business in Beijing, China. He also earned a Postgraduate Certificate (Highly Competent) in Social Accountability Monitoring and Planning from Rhodes University in South Africa, and a Bachelor of Science (BSc) in Agricultural Economics (Merit) from the University of Zambia.
He brings a multidisciplinary perspective to nutrition policy development and implementation, leveraging his analytical expertise and technical experience to support national efforts in improving food and nutrition outcomes, advancing economic reforms, and strengthening institutional coordination across sectors.
